The cooling system did not hold a vacuum. I reattached these hoses and drained the radiator thinking that I could do a vacuum test and fill and go from there. Today I removed the heater core lines as well as the two snap-clip sections of rubber hose that connect to the hard pipe that run to the engine block and flushed them. Thank you all for your suggestions and information, I appreciate it very much. Keep us posted, sounds like you have a great car. Do not buy cheap aftermarket hard plastic pipes. I would also take the opportunity (with access) to backflush the heater coil from the engine bay and see what gunk comes out. Since you have tried everything else, and since your car should have its (likely) original heater pipes replaced anyway, I would pull the intake and replace both the hard plastic pipes as well as the rubber hoses that connect to them. While it is possible there is some hardened stop leak in engine its not usually found there. Others have reported hardened stop leak inside the hard plastic pipes that go to/from the engine block I have personally pulled hardened stop leak the size of my thumb out of the rubber hoses that run from the heater coil to the engine block - at the connection where they meet the hard plastic pipes. We have seen issues with "Stop leak" type products where hardened stop leak can impede flow. I appreciate your time and consideration and most graciously await the reply of anyone whom has insight into this matter.
If this is the case what can be done to rectify it? My latest theory is that there may be some kind of plug of gunk somewhere in the engine block preventing flow of coolant. I believe this is preventing heat from flowing through the radiator and as such prevents fan clutch from reaching "engaged" temperature. When overheat condition is present top radiator hose is burning hot and bottom radiator hose is cold. Radiator flush was used once with the new radiator and cooling components installed. Engine oil has been flushed and replaced as well as power steering fluid and transmission fluid. All fused associated with fans have been replaced. Coolant tested negative for the presence of hydrocarbons.

Running heat full blast combats the condition, but does not always keep up. Engine overheats regardless of road or weather conditions. Water pump, radiator fan clutch, electric fan, coolant temp sensor have all been replaced and problem persists. All radiator hoses have been inspected and cleaned. Come to find out the original radiator was full of gunk (green coolant with white "salty/crystal" chunks in it).
